The best way to format text in Moodle in a way that will be accessible to all students is to use Heading Styles.
The number of heading levels available in Moodle are available by clicking the Paragraph Styles (which looks like the letter "A") button.
The options include Large, Medium, Small, and Paragraph.
Use these styles to create headings, sub-headings, and sub-sub-headings within your text. This will allow student to see your intended hierarchy without needing to alter the fonts, sizing, or other aspects of the text.
Also it ensures the consistency of your text within the entire Moodle course.
